OK, an employer cannot withhold your wages unless the state or government instructs them to do so in California. And in the case of the state, that takes a court order. By holding your wages, your employer can be subject to fines and penalties and it sounds like they need to be reminded of that right away. California is an at-will state (unless you entered into to a work contract stating otherwise) and that means that you can quit an employer at any time, for any reason, without prior notice. You owe them no explanation for why you're leaving and would be to your benefit not to give them one. If this still hasn't been rectified, contact the State Labor Commission and report this right away. I can probably get the number for you from my HR Dept if you need it. You'd be amazed at the things employers get away with simply because we let them.

Remember this company is the exception and not the rule. California has a lot of wonderful companies to work for here and I'm sure you're going to link up with one very soon! Please let em know if there's anything I can do to help.

In the mean time, remember that the most important thing you need to do right now is take care of yourself.
