I would think probably the best he could say of it is 'not my department - sorry'. AKA: I'm not really talking about Autism... Or about 'mental health conditions' so much as I'm talking about the neurobiology of trauma. For the traumatized. To explain how neurobiologically their brains develop differently from what they would have if they hadn't been traumatized.
But I did find that article he wrote in 2013 on Autism. So...
I suspect sometimes the 'dysfunction' talk is to secure health funding. But... I do think that the 'dysfunction' talk will one day be regarded to be very un pc when talking about mental illness. Just like... How it simply won't do (and isn't true) to consider black people or women to be 'less evolved'.
