You're never too old to try different experiences! Of course, if you have a job or go to school you have to abide by the rules they might have regarding dress.
Age does matter a bit more in the early years, I suppose. A few years makes a lot of difference when it comes to development. As long as you remember to make sure a girl is not a minor, you're safe in terms of the law. And certainly people differ immensely in terms of maturity. But the brain continues developing into the twenties. I don't know, other than to say I noticed a big difference in myself.
As far as having children, my opinion is that the time to have them is when you feel emotionally and physically ready for a difficult lifetime commitment. I waited until I was in my thirties and never regretted it. I was nowhere near ready to be a parent until I was at least thirty.
Just my two cents, based on my own experience.
