I don't know why some people don't apologize either. Don't expect any behavior or action from anyone. We know what is right and proper behavior, so we do what WE feel WE should do. Recently someone who offended me greatly, apologized to me. I gazed blankly. Then he waited as if I was supposed to say something. He said, "I said I was sorry." He was expecting something in return, which is not a fully sincere apology to me.
