Those take time to create and execute, so a committee would have to decide that pretty soon. Now would the committee be comprised of only those who are going or will it also include some people who aren't going?
And I think 5/1 is a good cutoff date unless you have to let the conference people know about your guest presenters before that. I'm sure most people will have to have everything set up even before that (flights, hotel, time off work, etc).
And another thing that might be considered is having someone start researching hotels. If a few more people decide to come, you may be able to get a group rate at a hotel.
