The CIA is, I think, annoyed, though we have seen so much turnover (someone wanted Porter Goss to testify under oath on this tapes matter, and it seems eons ago that Bush sent him home to obscurity- he too had a thing about leaks) that it is hard to know if we are talking about professionals or those who came to this business for other than professional reasons. Mercenaries, as this telling little State Dept memo about Blackwater so eloquently conveys, are better at gaining profit than anything else:Note 6 -- Profit [redacted] Profit is a matter under the purview of the contracting officer.
For precisely this reason, Machiavelli thought mercenaries the poorest of all soldiers. But if Weinberger is right, you can count on Blackwater taking up the slack, not the U.S. Army.
Fascinating that everything is redacted these days.
