After Katrina the supplies in this country were dastically reduced. Prices between August and November nearly doubled.
It's production causes lots of pollution and has done serious damage to the everglades.
From msnbc.com:
"Tens of thousands of acres of the Everglades have been converted from teeming sub-tropical forest to lifeless marshland due to excessive <the rest cut to make the guessing harder>"
The federal government keeps a reserve of it in case of shortages.

...It's import is seriously restricted, because the congress felt that it would be too dangerous to depend on foreign supplies.
It can be bought on the foreign market much, much cheaper than it can be produced in the USA.
The US guarantees a price here, to ensure that producers stay in business.
