Always cold.... Why?

It seems like I'm always cold and my circulation is terrible to my extremities. I exercise for 5 hours a week and eat a very healthy diet. I'm about 5'11", 145 pounds. My body fat is on the low side, but I don't have a large frame either. I was never cold when I was fat :)

Is there anything I can do to improve my circulation and not be cold all the time? I constantly wear hoodies to keep heat in my head.
