An allergy does sound like the most likely explanation.....but it might not be to the fish. Something they eat, can pass in the flesh. As can small parasites.

Can they eat canned salmon? This is actually possible, in some scenarios. Being allergic to fresh but canned is safe.

An alternative to try (if they're willing to risk it) is to find an absolutely assuredly different source of the fish. That would rule out the "waters of origin" sensitivities.

Be cautious, though, if you expose them to other types of fish. They may have become more sensitive to a particular protein in fish. So, if you do try, smaller dose, and a little patience go a long way.
