Spells are as effective as the faith that's put behind them. They involve shaping energy to fulfill a purpose.
When you attempt to bend someone against their will, or to curse someone, you are using that energy in a negative fashion.There are a number of teachings about what happens when energy is put to use, either for good or for ill. Probably the most well known is the law of three-fold return. It's kind of like karma, in that whatever you send out you shall receive back three-fold. That tends to put a damper on curses. Some though, may not believe this, and there is no universal holy writ in witchcraft.
Personally, I think that curses, revenge, or trying to control another are basically wrong in that they go against what I believe to be purpose of magick in my life.
If you're determined on finding someone to do a spell or curse for you, there are people out there. You could probably go to a bookstore, like Barnes and Noble, or Amazon, and find books on spells and such. Whether you do it yourself, or have someone do it for you, it's something that will require belief on your part. You'll also be responsible for the fallout and the consequences.
Anyway, there are some traditions that will do curses when they are justified. You can also do a search for spells and curses on the web. There are even some who advertise to perform these for a fee. I'll leave it to you to decide how scrupulous these individuals may be.
I'll keep you in my prayers though. It seems that the hurt or anger you posess is real, and that you yourself may be in need of some healing from that. My prayer is that you find peace.
