A person who is raised in a very exact lifestyle actually has more freedom to choose than the person raised in a lifestyle of addiction. Poor choices often lead to severe addiction, whether it be sexual, theft, drugs, alcohol, tobacco, abuse, etc. Religion is there as a guide and a light especially to steer children to right choices while they are teachable. Science is too far behind religion to be able to do that. Athiesm is a whiteout. Just because the world looks white doesn't mean there are no dangers in false belief. My vote would be "yes" an athiest does believe in Santa Clause because he or she can see him or her. An Athiest does not see beyond the whiteout. A person of faith does.
