The second half of that story was in the NY Times this week. New York won't ban ultra-thin models, but will allow designers to choose whomever they prefer.
Some of the models who are ultra-thin are from very poor countries, don't speak the language of the countries where they work and are very anxious to earn whatever they can. This can lead to an very exploitative situation, because they don't have other resources or support networks.
I've seen models posing on the street, and find it hard to understand why designers would want someone who looks like so unhealthy and weak in clothes on a runway-- but maybe with lights, smoke, makeup and mirrors, and loud, pounding music, and flashing colored lights-- they look all right?
It's pretty scary to me.
