EPO and borage and blackcurrant oils all contain substantial amounts of what is biochemically an intermediate in our bodies, gamma-linolenic acid. On a bang for the buck basis, borage is the best source. However, EPO probably has something else in it that assists in the relief of PMS. Link, I'm sure you don't have to worry about that bit.

GLA works competitively at a desaturase site, and an elongation site, to the omega-3s. There is a synergism, however, as stalled GLA (i.e. high physiological concentration) promotes the formation of a class of prostaglandins that is anti-inflammatory.

To maximize the effect, I'd take fish oil every day, and the GLA in a one-day blob. A bolus. How often you took the GLA would be fine-tuned on the basis of individual response. I go with once a week GLA. Your body may vary.
