I don't know about the uptake issue, but that's probably in reference to choline bitartrate. Phosphatidylcholine is certainly well absorbed and readily crosses the blood-brain barrier. It's a membrane constituent.

There's a lot of evidence that choline has mood-stabilizing properties, and may be particular useful in rapid-cycling bipolar disorder, as an augment to lithium or valproic acid.

It can be somewhat inhibitory, so depressives may not like the effect. For me, it helps balance out the effect of the excitatory supps (e.g. B-vitamins and TMG, in my own experience).
