Wherever there is misbehavior, there must be proof of course. That goes without saying I think.

Well, someone has to be the judge, and that's usually what moderators are for. If they are too harsh, complaints will accumulate and will give the administrator opportunity to think about whether a moderator is judging too severely.

I just don't see the point in this haggling over the tiniest definitions, conceptions, whatever.
