I'd rather see blocks be lifted if a poster agrees to abide by site guidelines. The first time, it could be based solely on their word that they are ready. After that, they could propose concrete ways that could help them stay within site guidelines. For example, choosing a civility buddy, choosing not to post on topics that have proved troublesome, etc.
