He can't send *anyone* Babblemails until Dr. Bob fixes it. But if you are talking about the reasons behind why it was turned off in the first place, I can't speak to that. I don't really remember or understand the sequence of events, but I do know Dr. Bob prefers posters don't use Babblemail - even once - to facilitate violating the guidelines. For any more, you and/or Marty really have to talk to him.
Links change color because you've visited them. Default is usually purple and blue, but can be set to any colors. Sounds like red and blue on your computer. The color of Marty's name has nothing to do with whether or not his Babblemail is disabled/enabled. It's because his name is a link. Same with any other link on the page, boards, the FAQ - anything. They are one color if you have recently visited that link (clicked on it) and one color if you haven't.
