Li, I totally agree with you about the rounding.
I thought the rounding worked the same as it does
in math. 5 or 6 is the breakpoint at which you round up. Thanks for pointing that out.

This seems to have an unfortunate effect. People who have remained civil for days ending with 5-9 are penalized more (they round down and loose more days) than people who have remained civil for
x days, where x is a number that ends in 0-4.
So people who have remained civil longer are assigned a greater penalty.
