I don't doubt your experience at all. I completely get it. I've seen up close what you're describing. You may be silenced by the civility guidelines but not invalidated.
My approach to the civility guidelines (when I'm trying to be civil) is to leave any sort of conclusions or "judgements" in the mind of the reader. Most of us will get the message.
