Perhaps instead of having each post reviewed before it gets posted, maybe those who return after a lengthy ban could be put on a kind of probation period. Maybe they would have to send their posts to a willing civility buddy for approval/editing before posting. Once the civility buddy and Dr. Bob agree that the poster appears to understand the civility rules, then the poster could be "cut loose" again.
Just a thought to take your idea and make it less daunting sounding to me, and to address the issue of long blocks.
