IMHO, I think if there was a fee, a different kind of troublemaker could arise. That being the kind of person who once pays for something, has an absolute sense of entitlement to service, no matter what disclaimers might say. That may curb trouble on the boards, but create greater administrative headaches.
As far as blocking: because of the money involved, wouldn't there be extra administrative steps taken if somebody is blocked or unsatisfied? Ex. proccessing partial or full refunds, etc. How do your blocks work right now? Do you block by IP address, user name, both or other?
My opinion may be prejudiced by the fact that I couldn't afford even a minor fee. I do appreciate your sight and the help it is for me. I wish you my best in your endeavor.
