I propose that Bob is not interested in eliminating dustups. On some other boards the moderating is way less visible, and there's noplace to complain about it. Posts that are against the rules are edited or deleted. Warnings and bans are invisible except to the recipient. Commentary about the moderating and the rules is nowhere to be found. Bob chooses to allow these heated discussions, and provides fodder in the form of public warnings and bans, for reasons of his own.
