Refraining from using all caps makes a difference in how readable the board is and ensures that one person's posts won't stand out more than others of equal priority. In that way, it helps to create an atmosphere of respect and support for all. This is standard internet etiquette, which wouldn't have been established and widely adopted if it didn't serve a significant purpose. I've never even heard of it being questioned anywhere but here.
