heavy means excessive to dangously used substance, using a substance more than to just get high, but to operate on it to function and stuff. John Belushi was a actor and comedian, he did heavy cocaine and heroin, which killed him in a over dose. But that's one case, heavy can mean using it 'heavy amounts' and 'excessive' and long term can be added to that
