it has a ki for the serotonin transporter similar to SSRIs. However, it also has relatively strong effects on other serotonin receptors i.e. 5-ht1a.
So, perhaps the alternative mechanisms allow one to take the drug at a dose where serotonin reuptake inhibition is less prominent than with SSRIs.
I would have to look for a study which investigates the degree of serotonin transporter binding, at therapeutic doses of the drug.
