underdosing benzos

my dr has given me scripts in the past for 1 mg Ativan 3x daily and at another time klonopin 3x daily..not together....he says ssri's alone will not sustain my terrible anxiety/ocd also take tegretol...he says as long as I continue to underdose I will not have success.....any thoughts
