TD can happen with any neuroleptic at any dose. Older people, particularly older women, are at a higher risk, as are children and adolescents. People with mood disorders are at a higher risk than those with psychotic disorders.

That said...a very low dose of an atypical is probably not as bad as, say, a low dose of haloperidol or a high dose atypical. I take 30 abilify and I try to cut my TD risk with antioxidants. Orthomolecular medicine seems to be the only thing going that could very well prevent a lot of TD before it pops up.
