Can docs write a script for placebo or dif dose?

Is it possible for your doc to write your script for say 10mg z, and when you get the pills from the pharmacy they could really be a placebo or very weak dose? Why do they sometimes put the DEA# on script and sometimes not?
Its just realy weird that my zyprexa went from working fine to almost not at all. Almost overnight while I was on abilify. And it has gone from very effective to not effective at same dose pill whole time over that last 5 years.
