In Germany children have the explicit right to a "non-violent education", which includes the prohibition of corporal punishment, psychological hurts and other humiliating measures. I don`t think that this is really pursued with the exception of beatings that either leave marks or are witnessed by other people. The prohibition of corporal punishment of children by their parents is the endpoint of a development. Because sometimes ago corporal punishment was also allowed in the military, for the husband regarding his wife and for teachers in schools. Step by step this was made illegal.
