how soon to start suboxone?

Hi,
My sister is in opiate withdrawals pretty heavily. Her last opiate was taken only 12 hours ago, but she doesn't want to wait to take her first Suboxone. Isn't it dangerous not to wait a full 24 hours between last opiate use and first suboxone? Please advise. Thank you.
