I don't think there's any reason to believe that drug developments away from the Anglosphere are more humane.
I am particularly suspicious of Soviet medical research. There are several reasons for this....
1. Studies always show the Soviet drug in question to be effective and well-tolerated - always!
2. Studies are usually very small and badly designed.
3. The translations into English are exceptionally poor.
4. Research is often of dubious value (and humanity), for example...
'Under group interaction in cats, a new Soviet tranquilizer Mebicar eliminates fear-alarm induced by stimulatin of the emotiogenic zone of the hypothalamus.'
I don't even want to know how they were stimulating the poor cats' brains.....or how the cats were supposed to 'interact' under such conditions.
