Cetirizine is minimally sedative because it does not penetrate well into the CNS. Nevertheless, cetirizine is a potent antihistamine and does sometimes cause drowsiness (which is usually mild). There is no evidence that cetirizine reduces anxiety and so it is not a substitute for hydroxyzine.
