There are thousands of similar examples as yours in every single country that has a medical system provided by government. Limited doctors, limited medication choices, long wait lists, slow access, rationing. No matter how good the promises are, no matter how good is sounds, it only turns out that way for a minority of patients...the easy ones. Ya know, it's hard enough to treat diseases when you have complete freedom. How much more progress is hindered when that freedom is gone. My feelings on that.
I am glad the reduction in zoloft dose helped somewhat. I could be wrong, but the aim might be to get some norepinephrine/dopamine mechanisms piggybacked on it. Reboxetine, nortriptyline, desipramine, ritalin, tyrosine, dl-phenylalanine, or indirectly via licorice root extract or ginkgo biloba. Just some starter ideas. I don't think shopping around in the SSRI category is going to get you much more than you've already seen with zoloft. Obviously this is an extremely inexact science, well, not even a science at all, purely experimental, so I could be wrong.
