I know that, at least in some places, stimulants cannot be prescribed for weight loss. They can still be prescribed off label for other uses. But the prescriptions for controlled meds are tracked. And doctors can be prosecuted for prescribing controlled meds that get diverted for resale. This is (naturally) going to make them very cautious about who they prescribe them to and what they prescribe them for.
