By "explain this" I'm note sure if you mean the signifiance, implication, mechanism .. but I'll give you the most basic interpretation.

Antidepressant calms the neuro-immunologic system: reduce CNS inflammation and the CNS immunologic activity.

The signifiance of that in antidepressant mechanism of action is as of now is unknown. Some theories of CNS immunologic system activity/defiency implication in mental illness exist but are actually more hypothesis than theories for now.
