Seroquel does lower blood pressure which could explain an increase in pulse as these are often opposites.
Psychotropic reactions take a while to subside -- but there is no evidence based psychiatry that Lamictal causes any "permanent psychosis" even in those with psychotic disorders. Medications have lag times, you can't just change them every week. Though I wish I could.
Clozapine will have some of the same reactions too -- it is very sedating as well.Also some antipsychotics, though either of those you mention have very little chance of it, cause QTc (beat changes) prolongation. Have an EKG taken if you're really concerned if you have a physical done (or even not -- I don't know how medicine works in your country).
While 1200mg of Seroquel may be better for some than 800mg, remember that risks do go up. Sometimes it takes longer for 800mg to "work". I don't know how long you've been on it.-- best wishes
