The risks depend on many factors, such as tolerance - experienced opioid users often use doses that may be several times higher than what would kill a non-tolerant person. To a lesser degree, the same is true for benzodiazepines. The point of the warning is that there may be unexpectedly strong effects from the drugs when they're combined, which can result in overdose.
