The anxiety can be caused by low thyroid hormone levels, high thyroid hormone levels, thyroid replacement hormones. Different people react diferently to the hormone replacement and if you take too much or increase too fast, it can cause anxiety. I know this isn't all that helpful but, treating the anxiety with anti-depressants and/or benzo's is a good option to help until the hormones are straightened out
