"Importantly, maximal inhibition can be expected at VPA doses of approximately 500 mg per day, with the magnitude of inhibition diminishing at doses below this."
In fact, their data suggest a threshold for maximal inhibition at, or below, 250 mg/day.
One must always remember, however, that these are mean data. Without access to the entire dataset, you can't know how variable was the individual response.
