It is not technical language of the "trade" or
the "art". I am not a doctor. To put it
simply, residual effects are those effects which wax and wane, until they finally stop, and you
reach the original state, before taking the drug.
Of course, in some cases, the changes are permanent, as in poisons for example, or toxic dosages which create long-lasting changes.

To give you an example, a hangover from alcohol will last a certain time, and then stop. With some drugs the effects can take a long time to stop, depending on the drug, dose, metabolism.

I didn't mean anything mysterious.
