Yes, an individual with chronic insomnia who sleeps very little consistantly is probably more likely to experience depression.
However, researchers have noticed, that if you take a severely depressed person, and keep them up the whole night, their depression often remits for the day.
The increased rate of neurogenesis after total sleep deprivation could be why. I don't think you'd see an increased rate of neurogenesis in people who suffer chronic insomnia.
