While I don't know specifically that Topomax is associated with it, there is a very, very serious rash which can be triggered by certain drugs -- a potentially fatal rash, by the way.
The drug most associated wiht it is Lamictal, but other anticonvulsants can trigger it, as well as drugs from other classes. The rash is called Toxic Epidermal Necrosis, and it's very, very serious. The basic instructions given to patients on a drug that is associated with this rash is to stop the drug and head for the emergency room at the first sign of a rash on the trunk -- which would include the underarm area. And tingling may indeed be associated with The Rash.
So, either hit the ER tonight, or stop the drug and call your doctor first thing Monday morning. Since the rash has been there for a bit of time already, I'd say hit the ER tonight. Better to be safe and embarrassed than risk a more serious outcome, right?
Good luck.
