The standards for "normal" thyroid levels have changed over the years but some labs haven't changed their standards accordingly. As taken from http://www.nydailynews.com/city_life/health/v-pfriendly/story/352542p-300594c.html
Until recently, most labs considered a TSH of up to 5.5 to be normal. Guidelines from the American Association of Clinical Endocrinologists now recommend that the TSH level be lowered to 3.0 at its upper limit. The National Academy of Clinical Biochemistry has issued new practice guidelines recommending a normal TSH of between 0.4 and 2.5. These changes indicate that a normal thyroid should function at a faster rate than the old upper limits suggest. Ninety-five percent of all adults with normal thyroid function have a TSH of between 0.4 and 2.5. This means that for some people, what was once considered normal thyroid function is now considered sluggish. The TSH range I advocate is 0.3 to 3.0. This is based upon a number of studies and an expert consensus
