it is common to get cold when you are depressed because when you are depressed (or at least me), we dont tend to move as much (i.e. laying in bed) and the blood doesnt flow as it usually does.
numb on back of neck? that is major pressure point for stress.
rib cage? dont know about that, but when someone gets really anxious, the anxiety can manifest itself in just about any body sensation.
however, if this continues over a loooong period of time, ask a doc. hope u feel betta
