dissociating can feel very "foggy" and happens much easier when driving especially. sometimes you can panic because of what is coming to conscious thought, and sometimes you can panic just because "oh, no... this is happening again." before you even have anything to actually panic about. you can medicate panic attacks in a variety of ways, but a good therapist can help with the dissociation. how your body is able to react can depend on where you are at in that process.
