There may well be nothing wrong with hypomania, if it's not the dysphoric type or a mixed state.

In any case, there are two distinctly defined mood states between depression and hypomania.

The sequence, from down to up, goes: depression, dysthymia, euthymia, hypomania, mania.

Euthymia is what you are calling "Normal".
