you've got it absolutely right.

when the body is in a fight/flight mode (panic/sense of danger), blood is needed in the large muscles of the legs (flight--to run away), and in the large muscles of the arms (fight-defense, hit, punch). since you only have so much blood, it leaves other areas of your body, causing butterflies in the stomach, dizziness in you head, tingling in your extremities.

The paradox with anxiety disorders (for me too, especially) is that you interpret these feelings AS the threat, not the response to a presumed threat. I just had this clearly explained to me and I think it's an important distinction.
