Yes, both drugs work the same basic way. Paxil is an SSRI, it doesnt work via receptor blockade. It works via serotonin reuptake. Both Paxil and Paxil CR work via this method of serotonin reuptake. The main difference is Paxil CR is longer lasting and does not have the Paxil withdrawal the old Paxil has.
