More learned here might blow me out of the water on this but here goes my thoughts on your question -----
CNS - Central Nervous System Depression
The word depression in this context is not necessarily used as we are accustomed to thinking of it's usage, as in the word used in a diagnosic manner ---- the illness depression. In this case, it involves simply the decreasing or downgrading of. The CNS part refers to the central nervous system. We actually have several nervous systems in place to include autonomic and pherpheral. The different systems serve different functions, but the central nervous system is basically the "mother board" of the entire operation. Central nervous system structurally consist of the brain and spinal cord.
Simply speaking, substances that are CNS depressants slow down functions of the CNS. This action is sometimes what needed in states of seizure disorders and anxiety disorders for treatment. It isn't necessarily saying this is producting the illness and disorder we think of when we see the word "depression" or state of being "depressant".
