You can send a bablemail to someone else who is babblemail "active". You can check your own setting by going in to update your registration. There is a box to check whether you want to have access to babblemail or not. You also need to know if the other person is active. I find that if their posting name is a link in blue, they seem to be active. You can also check on the page I linked to. (Don't know why that doesn't come out as a clickable link, but you can cut and paste).
Larry Hoover also posted on this on Admin at one time. But I don't have that post bookmarked. sorry.
